Start with the service chain
Sanitation monitoring can include container or tank condition, scheduled service, vehicle or transfer events, delivery and treatment records. These observations do not become equivalent simply because they appear on one dashboard. Define which stage each signal represents and which downstream evidence is still required before making a service claim.
Keep condition, work and completion separate
A fill-level sensor can indicate that service may be needed. A work order records an intention to act. A completion record says an operational step occurred. Downstream delivery or treatment evidence may still be needed for a broader safely managed claim. Keep stable event identifiers and explicit unknown states so missing telemetry is not silently treated as success or failure.
- Use non-personal asset/event identifiers.
- Reconcile unmatched service events.
- Define what closes a ticket and what validates downstream completion.
- Report data completeness alongside outcome metrics.
Protect the meaning of the metric
WHO/UNICEF JMP methodology distinguishes safely managed sanitation by how excreta are disposed or removed and treated. Remote monitoring can support operational evidence at parts of that chain, but it should not stretch a single observable state into a whole-chain claim.
