Monitor three different things

Drought resilience work becomes clearer when broad hazard, local water-resource response and infrastructure service are kept separate. Regional climate or satellite indicators can show that a wider area is unusually dry. Observation wells can show how a local aquifer responds. Pump, flow and availability data can show whether infrastructure is still delivering service. These layers may move together, but they do not have the same spatial resolution or operational meaning.

Build escalation in stages

An early-warning trigger should identify what needs confirmation rather than automatically producing the highest-cost response. For example, worsening regional drought context can trigger more frequent review of observation wells and pumping demand; a confirmed local decline can trigger abstraction or contingency planning under the applicable management rules; a service failure can trigger maintenance even when groundwater conditions are normal.

  • State spatial resolution and update interval for every indicator.
  • Use a stable well datum and record pumping context.
  • Define who can authorize each escalation action.
  • Keep infrastructure failures distinct from hydrologic drought.

What to verify after the dry season

Review which indicators changed before consequential events, which created noise, and whether the response could act in time. Retain threshold versions and action outcomes so next season’s trigger is based on evidence rather than memory.
